
Overview of Canada’s Caregiver Pathways
Canada offers immigration programs that allow qualified foreign caregivers to come and work in Canada with a clear path to permanent residence. Through the Home Child Care Provider Pilot (NOC 44100) and the Home Support Worker Pilot (NOC 44101), eligible caregivers can receive an occupation-restricted open work permit to gain the required Canadian experience while working for a Canadian family.
What Is a Caregiver Work Permit?
Unlike employer-specific work permits, this occupation-restricted open work permit allows caregivers to work for any employer in Canada, provided the job aligns with the eligible caregiving occupations. This work permit is part of a two-step process:
1. Apply for permanent residence and the work permit simultaneously under either pilot.
2. Receive the work permit to work in Canada for up to 3 years while your PR is processed.
Eligible Occupations
To qualify for this program, the caregiver must intend to work in one of the following roles:
- Home Child Care Provider (NOC 44100): Caring for children under 18 in a private home.
- Home Support Worker (NOC 44101): Assisting seniors, persons with disabilities, or individuals in recovery.
Caregivers cannot work for foster parents or in institutional settings under these pilots.
Basic Eligibility Criteria
To apply for a caregiver work permit and PR under the pilot, you must:
- Have a valid full-time job offer in Canada (outside Quebec).
- Demonstrate at least 1 year of post-secondary education (Canadian or foreign equivalent, verified via ECA).
- Prove language proficiency (CLB 5 in English or French).
- Provide police clearance, medical exam, and biometrics.
- Not have prior Canadian experience as a caregiver (if applying under the Gaining Experience category) — or have 24 months of experience already if applying under the Direct to PR stream.
Work Permit Conditions
- Type: Occupation-restricted open work permit
- Duration: Up to 3 years
- Location: Valid across Canada (excluding Quebec)
- Employer Requirements: No LMIA needed, but employer must issue a compliant full-time offer with duties matching NOC 44100 or 44101
