If you have skilled work experience outside Canada, the FSW program may be your fastest route to permanent residence through Express Entry.

Overview


The Federal Skilled Worker Program (FSW) is one of three programs managed under Canada’s Express Entry system. It is intended for skilled workers outside Canada who have strong language skills, relevant work experience, and education that aligns with Canadian standards.

Applicants are assessed on both minimum eligibility requirements and a points-based selection grid, which scores candidates out of 100. A minimum of 67 points is required to qualify under the FSW program.

Minimum Requirements


To qualify under the FSW program, you must meet all of the following:

1.  Skilled Work Experience

●  At least 1 year of continuous full-time (or equivalent part-time) paid work experience

●  Within the last 10 years

●  In a job classified under NOC TEER 0, 1, 2, or 3

●  You must have performed the essential duties and most main duties listed in the NOC lead statement

2.  Language Proficiency

●  Minimum CLB 7 in all four abilities (Reading, Writing, Listening, Speaking)

●  Must take an approved English or French test (e.g., IELTS, CELPIP, TEF Canada)

●  Language test results must be valid on the day you apply for permanent residence

3.  Education

●  If completed in Canada:

●  A secondary (high school) or post-secondary certificate, diploma, or degree

●  If completed outside Canada:

●  A completed credential, plus

●  An Educational Credential Assessment (ECA) from a designated organization showing equivalence to Canadian education

Selection Factors (67-Point Grid)


Once you meet the minimum requirements, your profile is scored on the following six selection factors:

You need a score of at least 67 points to qualify for the Federal Skilled Worker Program. The more points you have, the more competitive you will be in the Express Entry pool.

Where You Can Live?


FSW program applicants must intend to live outside the province of Quebec, which manages its own skilled worker program.

You may list any province or territory of interest in your Express Entry profile. After obtaining permanent residence, you are free to live and work anywhere in Canada (except Quebec under this stream).

Application Process


Your application under the FSW program will be processed through the Express Entry system:

1.  Check Your Eligibility :  Ensure you meet minimum requirements and score at least 67 points on the selection grid

2.  Take Language Tests & Get ECA :  Complete approved language testing and obtain your Educational Credential Assessment (if needed)

3.  Create an Express Entry Profile :  Submit your information through IRCC’s online system

4.  Enter the Express Entry Pool :  Receive a CRS (Comprehensive Ranking System) score

5.  Receive an Invitation to Apply (ITA) :  If selected, you’ll have 60 days to submit a full PR application

6.  Submit Your PR Application :  Upload supporting documents and pay fees through your IRCC account

7.  Receive Your Decision :  If approved, you will receive a Confirmation of Permanent Residence (CoPR)
