Program Overview


The Manitoba Provincial Nominee Program (MPNP) enables the province to nominate individuals for permanent residence who have the skills and experience needed in Manitoba’s labor market. The program comprises three main streams:

●  Skilled Worker Stream: For workers with skills needed in Manitoba.

●  International Education Stream: For international graduates from Manitoba institutions.

●  Business Investor Stream: For entrepreneurs intending to establish or purchase a business in Manitoba.

Each stream aligns with Manitoba’s economic needs and regional priorities.

Skilled Worker Stream


Skilled Worker in Manitoba (SWM)

Eligibility:

●  Employment: Must have ongoing, full-time employment with a Manitoba employer after completing at least six months of continuous full-time work as a temporary foreign worker or international student graduate.

●  Work Permit: Must possess a valid work permit.

●  Job Offer: The job offer must be from the same employer for whom you have been working full-time.

●  Qualifications: Must have all qualifications for the position, including training/education and any required license or certification.

●  Language Proficiency: Must demonstrate English or French proficiency to fulfill the duties of the job.

●  Settlement Plan: Must demonstrate the intention and plan to live, work, and establish oneself in Manitoba as a permanent resident.

Note: Self-employed individuals, business owners, owner-operators, and individuals providing services as independent contractors are not eligible under this pathway.

Skilled Worker Overseas (SWO)

Eligibility:

●  Connection to Manitoba: Must demonstrate a connection through one of the following:

●  Support of family or friends residing in Manitoba.

●  Previous education or work experience in Manitoba.

●  Invitation to apply from the MPNP as part of a strategic recruitment initiative.

●  Points Assessment: Must score at least 60 points based on five factors: language proficiency, age, work experience, education, and adaptability.

Note: Without a connection to Manitoba, applicants are not eligible under SWO, regardless of their points total.

International Education Stream (IES)


Designed for international graduates from Manitoba post-secondary institutions, the IES offers three pathways:

Career Employment Pathway

Eligibility:

●  Education: Must have graduated in the past three years from a designated post-secondary institution in Manitoba.

●  Job Offer: Must have a full-time job offer in an in-demand occupation related to the field of study.

●  Language Proficiency: Must meet the minimum language requirement of CLB 7.

●  Settlement Funds: Must have sufficient funds to support oneself or be employed in a full-time, long-term position in Manitoba.

 

Graduate Internship Pathway

Eligibility:

●  Education: Must have completed a master’s or doctoral degree program in Manitoba within the past three years.

●  Internship: Must have completed a Mitacs Elevate or Accelerate internship with an eligible industry and research enterprise in Manitoba.

●  Language Proficiency: Must meet the minimum language requirement of CLB 7.

●  Settlement Funds: Must have sufficient funds to support oneself or be employed in a full-time, long-term position in Manitoba.

 

International Student Entrepreneur Pilot

Eligibility:

●  Education: Must have completed a full-time post-secondary program in Manitoba that is at least two years long.

●  Business Plan: Must submit a business plan and operate the business on a daily basis in Manitoba for at least six months before being nominated.

●  Ownership: Must own at least 51% of the business.

●  Language Proficiency: Must meet the minimum language requirement of CLB 7.

●  Age: Must be between 21 and 35 years old.

●  Work Permit: Must have a valid open work permit or Post-Graduation Work Permit (PGWP).

●  Settlement Funds: Must have sufficient funds to support oneself.

Business Investor Stream


Entrepreneur Pathway

Eligibility:

●  Net Worth: Minimum personal net worth of CAD $500,000.

●  Investment: Minimum investment of CAD $250,000 for businesses situated in the Manitoba Capital Region or $150,000 if a business is situated outside of the Manitoba Capital Region.

●  Business Experience: Minimum of three years of full-time work experience in the past five years either as an active business owner or in a senior management role of a successful business.

●  Business Plan: Must submit a business plan and operate the business on a daily basis in Manitoba.

●  Exploratory Visit: Must conduct a business research visit to Manitoba.

●  Language Proficiency: Must meet the minimum language requirement of CLB 5.

●  Age: No specific age requirement, but ranking points are allocated based on age.

Note: Applicants are no longer required to submit a deposit of $100,000 to the Manitoba government.

Application Process


1.  Expression of Interest (EOI):

●  Submit an EOI to the MPNP, providing information about your skills, work experience, and connection to Manitoba.

 

2.  Letter of Advice to Apply (LAA):

●  If selected, you will receive an LAA, inviting you to submit a full application to the MPNP.

3.  Application Submission:

●  Submit a complete application with all required documents and pay the applicable processing fee.

4.  Assessment and Nomination:

●  The MPNP will assess your application. If approved, you will receive a nomination certificate.

5.  Permanent Residence Application:

●  Apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence within 180 days of receiving the nomination.

Note: The Entrepreneur Pathway has a separate application process that does not use the MPNP Online portal.

●  Processing Times: Vary depending on the stream and application volume; typically range from 4 to 6 months.

●  Expression of Interest (EOI) Draws: Conducted regularly to invite candidates from the EOI pool to apply.

●  For example, on May 15, 2025, 62 Letters of Advice to Apply were issued under the Skilled Worker Overseas stream, with the lowest-ranked candidate scoring 626 points.
