PNP business streams allow foreign nationals with business experience or innovative ideas to apply for permanent residence by starting or purchasing a business in a specific province or territory.

Each program is operated independently by its province or territory and targets local economic needs. Most are work permit to PR pathways, requiring applicants to actively run the business before receiving a nomination.

Who Can Apply?


General eligibility requirements across provinces typically include:

  • 2–3 years of experience in business ownership or senior management
  • Net worth of $300,000 to $800,000 CAD (verified by third party)
  • Investment of $150,000 to $600,000 CAD in a new or existing business
  • Active management role
  • Job creation for Canadian citizens or PRs
  • Exploratory visit and/or Expression of Interest (EOI) in most cases
